Substitute the page name and the description for whatever fits the link you want to create. The example is perfect for the simple promotional links.
Forums typically use an alternate to HTML called BBCode although the name will differ. The basic concepts are the same. If it's possible to link from a forum, either in your post or in your signature it will help this site greatly.

Any link into this site will help the site and help people to discover the Federation. Some links, though, are better than others. Consider these three examples

In the first example the subject of the link (ie the Federation) is part of the link and that is really important. The others still work, and they still matter, but they aren't quite as good.
